A Guide to Parent Rights in Special Education
The Medicaid Program now allows Campbell City Schools to receive Medicaid funding for eligible services provided to students with disabilities. The eligible services covered in school districts include occupational and physical therapy, speech/language therapy, audiology, nursing, school psychology, and counselor and social work services. This program is known as the Ohio Medicaid School Program (OMSP) and the Campbell City Schools is a designated health care provider under this program.

Campbell accepts referrals, screens and identifies, or screens and reassesses students who perform or show potential for performing at high levels of accomplishment in the areas of superior cognitive ability, specific academic ability, creative thinking ability, and/or visual and/or performing arts.

Gifted Education Plan and Policy
The goal of Campbell City Schools is to provide high-quality instruction in the English
language as well as appropriate modifications and accommodations in the mainstream
classroom so that English Learners (ELs) may develop the language skills necessary to
successfully achieve academically and socially within the Campbell City School District.
Campbell City Schools receives Federal Title I funding and as a parent, you have the right to know the professional qualifications of the classroom teachers who instruct your child. Federal law allows you to ask for certain information about your child’s classroom teacher and requires us to give you this information in a timely manner, if you ask for it. Campbell Elementary & Middle Schools, and the parents of students participating in activities, services and programs funded by Title I, Part A of the Elementary and Secondary Education Act (ESEA) (participating children), agree that this compact outlines how the parents, the entire school staff, and the students will share the responsibility for improved student academic achievement. It also outlines the means by which the school and parents will build and develop a partnership that will help children achieve the State’s high standards. FERPA is a Federal law that applies to educational agencies and institutions that receive funding under a program administered by the U. S. Department of Education. Under FERPA, schools must generally afford parents: access to their children's education records, an opportunity to seek to have the records amended, and some control over the disclosure of information from the records.
